Not necessarily. There are a series of photos of the 2004 tsunami that were taken by a couple from Vancouver, BC, Canada who, sadly, did not survive. When the camera was found, the camera itself was ruined, by the flash memory card inside was in perfect working order.

not everyboy use digital camera some people still uses film camera and i think the film can't get wet, just quessing.

Damn, we're probably looking at the very last moments of someone's life. I hope they made it ok, but from the look of the picture, it doesn't look like they had time to do much. So sad.
