1 - it wasn't tested on humans in this demonstration
2 - it was tested on animals to determine the effects, in a controlled environment, of flashburn, radiaton, shock, etc on living organism.
3 - the vessels used where all either (or a combination of the following) captured, damaged beyond combat, or scheduled to be scuttled anyway.

I think I've seen a documentary somewhere about this, actually had a video from inside a submarine, maybe it was the one linked above.
