And pro socialized proponents claim Medicare has a low overhead. yeah...

and to finish Holder`s sentence at the end,

"i think a lack of a reason to give a shit."

is a realistic answer. no one knows, no one cares, no one is held responsible and in the grand scheme of things it does not matter. there are no share holders. no investors, no one to lose. or at least, no on losing is aware or has any real means to litigate. but this happens in ALL government run services. the military LOST 3 trillion in a couple years in `uncountable transactions,` the postal service is already some 9 billion in debt just for fiscal 09.

the free market can deliver any service better and cheaper then the government. i cant think of a single exception.

@Nose Nuggets - I don`t think it`s apathy that causing this. It`s the way your government is structured and held accountable. Every country has inept or incompetent public servants but most don`t let them keep their jobs once the shit hits the fan.
